Spotify Code or QR code — which one do you want?
Spotify has its own scannable format, called a Spotify Code: the row of uneven bars under the album art in the app. Spotify generates those itself, and they are read by the scanner built into the Spotify app (Search → the camera icon). Photon QR does not make Spotify Codes, and no third-party tool can — only Spotify can issue them.
